The Independent Commission for Infrastructure (ICI) will send a team to Cebu in the coming weeks to investigate why flood control projects in the province failed despite billions of pesos in government funding.
“Sa Central Cebu tayo, Cebu City and Mandaue, basta yung mga badly-affected. Titingnan natin bakit ganun yung nangyari despite sa napakalaki nung funding na dinala doon,” ICI special adviser Rodolfo Azurin Jr. said Wednesday, November 12, 2025.
Azurin said Cebu officials reported that up to P26 billion worth of flood control projects had been implemented in the province, yet severe flooding during Typhoon Tino exposed major failures in drainage and river protection systems.
The Philippine National Police Criminal Investigation and Detection Group and the National Bureau of Investigation were assigned to secure and review project records for validation against their on-the-ground implementation.
DPWH Secretary Vince Dizon said that the department will submit its comprehensive report on Cebu’s flood control projects to the ICI within the coming days. He said several projects under the province’s 2017 flood management master plan were not carried out as originally designed.
